Abstract : The study aims at recognizing to which extent the public organization need for building positive organizational culture and to which extent its impact on the employees job satisfaction. The study focuses on discovering the relation between the positive organization culture through its elements (organizational values, organizational beliefs, organization expectations) and the employee job satisfaction. To realize the research objectives, the study composes two aspects: theoretical aspect and field aspect. The theoretical one concentrates on the organizational culture and on the job satisfaction conception and the relation between the organizational culture and the job satisfaction. The field aspect concentrates on the most important problems facing Jeddah municipality and trying to know what type of job satisfaction realized by the organizational culture through designing questionnaires directed to for the Jeddah general municipality employees, and the researcher depends on the analytical descriptive methodology , and for data analysis, he uses the frequency, percentage, and ky box method. The researcher proves the correction of the main hypothesis of study which stipulates that there is a statistical indicative relation in the employee perception for the organizational culture elements through (values, beliefs, expectations) prevailing in the organization and between the increasing feeling about the job satisfaction. The study concludes many results: The administrative procedures of Jeddah municipality in need for extra amount of justice and equality as one element of organizational culture, The study also reveals the high attention paid to time control at Jeddah municipality, The results reveal a statistical indicative strong evidence that the municipality does not give them sufficient opportunity to participate in decision making. Study recommendations: Keeping the municipality employees know about the organizational culture conception and its importance and a mean for unifying the efforts and facilities to realize the mutual objectives, The essence to apply the theory of administration under objectives which allow employees to participate in stages of decision making issued by Jeddah municipality administration and giving employee chances to participate in succeeding the organization objectives through notifying them about the participation importance in decision making and planning.
