Abstract : The concern of providing high-quality services to kindergarten children in Saudi Arabia based on their parents’ needs and expectations will be addressed in this research. The aim is to propose conception of quality standards in accordance with The National Association for the Education of Young Children (NAEYC) standards by involving parents who are the indirect sole beneficiary from quality services. The conception of quality standards contains (11) standards as follows: kindergarten’s philosophy and aims, interaction between child and teacher, curriculum, teaching strategies, evaluation and assessment, health and safety, teachers’ education and practice, community involvement, physical environment, and management and leadership. This conception will guide practitioners in providing quality services especially for kindergarten children. Additionally this conception will act as a guiding source for educationalists, kindergarten teachers and policy makers for developing better early learning and quality standards. The research provides the most important parents’ needs and the variances in these needs according to different aspects of parents such as: relationship to the child (some children live with family members other than parents), parents’ age, qualifications, and if the mother being an employee outside home. All parents agreed on quality standards provided but they place them in different order according to their needs and expectations. Results indicate that health and safety arise at top of the list whereas teachers’ education and practice come last. Likewise, interaction between the child and the teacher is the most important standard of NAEYC, while community involvement is the least important. This research is highly relevant to early year’s provision, keeping in mind the current focus of Saudi State on improving quality education for kindergarten children through an official agreement between the ministry of Education and NAEYC for making early learning and development standards in Saudi Kindergartens. The research questions behind this research were achieved through a descriptive approach involving questionnaires for qualitative and quantitative data collection that has been formed by (325) parents whose children (4 to 6 yrs.) attend public Kindergartens
