Abstract : Running the phenomenon of poverty looms large in the literature of social and an important issue for planners and decision makers as an obstacle in the face of social and economic development and the reason for the many social problems. This study aims to shed light on this phenomenon is the problem. In light of this, the present study the definition of poverty and offer economic and social concepts with the distinction between absolute poverty and relative poverty and to clarify the so-called culture of poverty. The present study different interpretations of the phenomenon of poverty theory and Imberekie at the level of small units and large units in the analysis presented with the patterns of the poor and a statement of the main variables in the treatment of poverty and the income from production and consumption. To link this issue with the Saudi society, the current study the phenomenon of poverty from an Islamic perspective in terms of concept, causes and treatment with the synopsis of the strategy is expected official action to combat poverty in Saudi society. The study concludes by emphasizing the Zerorp not to overlook the moral value system working when you try to explain poverty and research into the causes with the recommendation to include this factor in the standard methodology developed for this purpose.
