The Permanent Committee for Scientific Council Affairs

The committee is responsible for the following:

  • Reviewing all topics to-be-sent for the consideration of the scientific council.
  • Making sure all topics are met with the minimum standard requirements before presenting to the scientific council.
  • Reviewing all other topics received directly by the scientific council’s chairman.
  • All minutes and session reports as well as recommendations are forwarded to the chairman of the scientific council for approval.

The Permanent Committee for Academic Promotions

The committee is responsible for the following:

  • Receiving promotion requests and replying to them.
  • Initiating academic promotion’s special procedures and regulations.
  • Finalizing academic promotion’s data/information.
  • Proposing evaluating committees for the academic production.
  • Following up on requests for academic promotion.
  • Final review of applications for academic promotion and forwarding the results to the scientific council.
  • Receiving books sent to the scientific council and initiating executive and procedural rulings and referee (to meet the minimum requirement and counted as an academic reference), and forwarded to the scientific council for referee.
  • The study of any other topics forwarded by the scientific council or Chairman.

The Permanent Committee for Saudization

The committee is responsible for the following:

  • Receiving employment requests of non-university faculty.
  • Makes sure all requirements are met and forms are filled out by non-university scholarship graduates.
  • Following-up and updated executive decisions, procedures and special forms in hiring non-university scholarship graduates, as well as updating the scientific council with new hiring proposals.
  • Reviewing extension of services requests by university faculty.
  • Reviewing requests for contracting university faculty.
  • Any additional requests presented by the scientific council.
  • Forwarding sessions minutes and recommendations to the scientific council.

About the Council

The Scientific Council was established in accordance with Article (33) of the University Bylaws issued by a royal decree number M/5 dated 22/1/1392h to oversee the scientific/academic affairs of faculty, research, education and publishing, specializing in the following:

  1. Recommendations regarding hiring of university faculty.
  2. Initiating faculty academic promotion for university based on rulings by the high scientific council.
  3. Encouraging efforts on academic/research papers, publishing, and authoring through:
    • Setting up frameworks to encourage initiating scientific/academic research.
    • Proposal to establish academic/scientific research centers.
    • Coordination between scientific/academic research centers and preparing relative general plans.
    • Maintaining connections with exterior university research centers.
    • Specifying and assessing rewards for scientific/academic works as well as payments.
    • Publishing research papers, literature, and recommended-for-publishing theses if deemed fit.
    • Recommendation to publish periodic journals.
    • Recommendation to establish scientific/academic associations, museum as well as handling coordination.
    • Rulings on academic books and university theses requiring review.
  4. Evaluating Saudi faculty academic degrees.
  5. Viewings on university council direct correspondence.

Rules of the Scientific Council

Article Twenty-Eight:

A scientific council is established in all universities that oversees faculty’s academic affairs regarding research, studies and publishing, specializing in the following:

  1. Recommendations regarding hiring of university faculty.
  2. Initiating faculty academic promotion for university based on rulings by the high scientific council.
  3. Encouraging efforts on academic/research papers, publishing, and authoring through:
    • Setting up frameworks to encourage initiating scientific/academic research.
    • Proposal to establish academic/scientific research centers.
    • Coordination between scientific/academic research centers and preparing relative general plans.
    • Maintaining connections with exterior university research centers.
    • Specifying and assessing rewards for scientific/academic works as well as payments.
    • Publishing research papers, literature, and recommended-for-publishing theses if deemed fit.
    • Recommendation to publish periodic journals.
    • Recommendation to establish scientific/academic associations, museum as well as handling coordination.

Article Twenty-Nine:

The scientific council consists of the following:

  • The Vice-president of Graduate Studies and Scientific Research – Chairman.
  • One faculty member from all colleges or institutes ranked Associate Professor at minimum and is to be appointed by a decision from the university council based on the recommendations from colleges or institutes and approved by the President of the university.

It is permitted for more members to join if working on scientific/academic research without exceeding half the number of the overall members on a two-year contract basis, with the possibility of contract-renewal every two years.

Article Thirty:

The scientific council convenes by request of the Chairman once a month at least, and the Chairman has the ability to call onto a meeting when needed, or if two-thirds of the group sends a written request to do so, or by request of the university President which holds authority over any attended session, and such sessions are void/invalid if not attended by at minimum two thirds of the members.

Article Thirty-One:

The decisions of the scientific council are done through a majority voting system of present members, and if voting is considered a tie, then the side in which the president shall support is considered the majority voting. All decisions are final except if objected by the university President within fifteen days of voting, if that is the case, the rejection is to be forwarded back to the council with the President’s remarks for review. If the council remains firm on its decision, then the review request is forwarded back to university President to schedule a regular/exceptional session, the university council has the final word on approving, modifying, or rejecting decisions.


Administration of Scientific Council Affairs

An Executive Administration that facilitates duties of the scientific council and its permanent/temporary committees, including the following:


  • Preparing scientific council sessions, including invitations, work schedules, as well as topics, prepared and photocopied to be sent to all members.
  • Preparing records of all meetings, including members signature and follow-up, as well as forwarding relative documents for approval.
  • Preparing data on council members’ rewards and its permanent committees, a breakdown of academic/scientific production for the purposes of academic promotion, referees of scientific books presented for academic publishing, and follow-up with relevant entities until cheques are issued and sent to the proper parties.
  • Composing and delivery of all special correspondence of the scientific council and its permanent administrative committees to relevant entities.
  • Following up on adherence to rules, bylaws, and decisions.
  • Preparing all forms and annual reports for the scientific council and its permanent committees.
  • Authentication, digitizing and archiving the special sessions of the scientific council and its permanent committees.
  • Archival of records, topics, and documentations.
  • Answering inquiries from faculty, especially via telephone, and provide them with forms and regulations.li>
  • Provide expertise and paperwork/documents including follow-up.
  • Managing the affairs of administrative affiliates and securing requirements.
  • Development of the scientific council’s website page.
