Abstract : Since its foundation, Al-Aziziyah has been known for many features that contribute in changing its name from the Basin of the Cows into AlAziziyah. The neighborhood continues to enjoy a distinct geographic location, both for the Holy Mosque and for the holy sites. However, the issuing of an advisory opinion (fatwa) on the overnight stay outside of Mina during the days of Al-Tashreeq for those who do not have accommodation in Mina added a new characteristic to the other features enjoyed by the neighborhood since the dawn of Islam. As a result, there has been urban growth of the neighborhood horizontally, a change to the uses of the land in accordance to the new mission added to it being the receptionist of pilgrims during the pilgrimage seasons. The study of the dynamics of land use during two periods, one before this fatwa and the other after it has revealed the increase of the urban space in the neighborhood of Al-Aziziyah by 27.9%. This increase has helped to quantify the land-use map. Quantitative analysis has enabled the monitoring of four patterns of this. If the peripheries have seen new extensions, the center has not escaped the change since GIS technology has been able to detect it using spatial analysis. The 2004 mass has been replaced by 16% of the urban surface area in 2004 meaning that land use in Al-Aziziyah during the period 2004-2015 was dynamic due to exposure to two forces: the forces of pulling outward through new urban extensions, and the forces of substitution and switching in the inside.
