There are various indicators that have been monitored and required acceleration to develop a strategic plan include all departments of the University Campus.

3. Increasing of competition between government universities.

4. Increasing of new competitors (civil universities) in the shadow of entry and exit barriers.

5. The university interest in achieving excellency on the regional level.

6. The rapid tastes-changing of the university staff and students.

7. The increasing rates of technological development.
