Article Twenty Eight

 

An academic council shall be founded at any of the national universities to be concerned with supervising the academic affairs of faculty members as well as the affairs of research, studies and publication. This council may be in charge with:

 

  1. Recommending recruiting the faculty members at the given university.
  2. Having the given academic promotions settled as per the rules resolved by the Higher Education Council.
  3. Encouraging the attempts of academic research, translation and publication. This council may accordingly:

a)     Draw up the rules to encourage academic research.

b)     Propose the establishment of academic research centers.

c)      Have the effort coordinated among the given research centers along with a certain general plan.

d)     Regulate the relationship with the external research centers.

e)     Specify the rewards to encourage and remunerate the given academic works.

f)       Publish the given researches, books and theses.

g)     Recommend to issue academic periodicals.

h)     Recommend to establish and coordinate up the academic associations and museums.

i)       Resolve any of the textbooks and theses referred to be revised.

  1. Assessing the academic degrees mainly presented by the Saudi faculty members.
  2. Looking into any of the affairs which the University's Council particularly refers to.

Article Twenty Nine

 

The Academic Council shall be specifically composed of:

 

1.     The Vice-chancellor of Postgraduate Studies and Academic Research – Chairman.

2.     One faculty member from each of the given university's faculties or institutes to be minimally an associate professor. These shall be appointed as per a resolution of the University's Council upon a nomination of the board of the given faculty of institute and consent of the Chancellor.

 

It shall be possible upon a resolution of the University's Council that other members join the given academic council to be particularly concerned with research and academic issues with a number not exceeding 50% of the main members. All members shall be appointed for a renewable term of two years.

 

The Council may compose permanent and temporary committees from its members or others in order to examine the affairs they are mainly assigned with.

 

Article Thirty

 

The Academic Council shall meet upon an invitation of its Chairman once a month at least. The Chairman may invite for a meeting when necessary, when a third of the members have requested so in writing or upon a request of the Chancellor who may request to have any necessary affair enrolled and chair the Council if attending its given meeting. The meetings of the Council shall be deemed valid only if they are attended by a third of its members at least.

 

 

 

 

Article Thirty One

 

The resolutions of the Academic Council shall be passed by the absolute majority of votes of members. In case of equal votes, the Chairman is entitled to have this given matter settled. These resolutions shall be in effect unless they are objected by the Chancellor within fifteen days from the date on which he has received them. If case of objection, the resolutions shall be returned to the Academic Council along with the Chancellor's certain comments to be revised. If the Academic Council resolves to have these objected resolutions just as they are, they shall be referred to the University's Council to be examined at either an ordinary or extraordinary session, and the University's Council is entitled then to have these resolutions finally and irrevocably approved, amended or cancelled.
