Abstract : The study aimed to evaluate the evacuation and shelters plans that have been implemented in Al-E'ss province in Al-Madinah district, upon seismic movements hit the province in 1430. To achieve this goal, the study attempted to answer the main question: Is there a lack of evacuation and shelter plans implemented by the civil defense to those who affected by the earthquake disaster in Al-E'ss province? Based on the objective of the study and questions the researcher used the historical method and analytical and descriptive approaches, in addition to the use of some modern methods through the study (time series, spatial analysis, and Excl program) to analyze some dependent and independent variables dealt with the study. The samples included 200 questionnaires. The most important results of the study are as follows: The shelters and evacuation plans that have been implemented by the civil defense shared in saving many people, but not reached the enough level of ambition of the region's population. Accordingly, civil defense could not often convinces the population in the most affected areas with restrictive instructions issued during the disaster, and there was a lack of coordination between the Civil Defense and other relevant authorities, and as emphasized by everyone that civil defense is the body authorized to deal with the critical situation left by the disaster, and it is at the depth of their work, and there are not to be entitled to any objection from any other authorities, the study also showed that there is poor coordination among the civil defense and other authorities particularly with regard to the distribution of cash aid and other relief materials in the affected area. The study confirmed that civil defense has been able to reach the most affected population and they have been evacuated and accommodated in a good way, except few of them (who are most affected), because of the rough areas and obstacles' to reach them by car
